Antioch University proudly congratulates Megan Carlson Murray, EdD (she/her), on the publication of her dissertation: Effective Policy Implementation and (TRANS)forming the K–12 Education (CIS)tem.

A 2025 graduate of the EdD program in Educational and Professional Practice, Murray’s research addresses the urgent need to support transgender and gender non-conforming (TGNC) students in K–12 public schools. Her mixed-methods study, conducted with school administrators across Pennsylvania, explores the factors influencing the successful implementation of transgender-supportive policies and highlights how affirming, inclusive environments can improve educational outcomes and mental health for TGNC youth.

Rooted in trans studies, queer pedagogy, and transgender theory, this work challenges binary gender norms in education and calls for systemic change that centers gender self-determination and inclusivity.

Murray is a certified school counselor and administrator committed to creating equitable educational environments where all students feel safe, valued, and free to be themselves.
